Lucas researches and advises on data privacy law, intermediary liability for harmful speech, and telecommunications law. His expertise is in technology law, constitutional law, and public policy.
Previously, Lucas was a professor of internet governance at Boston College, and a researcher at Centro de Estudios Públicos. After earning a law degree from the University of Chile School of Law, he received an LL.M. and a J.S.D. from Yale Law School. In 2015-2016 he was a Fox Fellow at the University of Cambridge. Lucas is licensed to practice law in Chile and is a member of the Chilean bar association.
